How often does a rented property need one?
Five years is the longest gap the law allows in England, and shorter where your last report named an earlier date. Starting a new tenancy changes nothing while the existing report still runs, though the incoming tenant has to be given a copy at the start. The report also has to go to the council within seven days if it asks for it.
How long does the testing take?

What happens if my report is unsatisfactory?

A landlord has 28 days from the report to complete remedial work, which is the clock worth watching.
Does a C3 mean my property has failed?
No. Only C1, C2 and FI cause a fail. A C3 is a recommendation, something that would not meet today's wiring rules but is not dangerous as it stands, and you can act on it whenever it suits your budget. Plenty of perfectly safe Sutton houses carry two or three C3s and pass without any work at all.
