Epsom's biggest wave of housebuilding followed the railway electrification of the late 1920s, when the town grew from under nineteen thousand people in 1921 to over twenty-seven thousand by 1931. Those houses are now on their second or third generation of wiring, and the layers rarely line up.
The estates begun in that period, Copse Edge Avenue from 1928 and the Chase Road houses, sit alongside roughly fifteen hundred homes the council built between 1920 and 1939 and later sold on. The usual finding is a sound modern kitchen circuit bolted onto pre-war lighting that never had an earth at the fittings.
A full rewire is not the automatic answer to an old house. Testing shows whether the whole installation goes, whether replacing the failing circuits will do, or whether specific defects can simply be corrected. I would rather price the smaller job when the smaller job is the right one.

By testing every circuit and identifying what the cable actually is. Interwar Epsom houses often keep original lighting circuits while the socket circuits were replaced decades ago, so half the installation can be perfectly serviceable.
Yes, in England a rewire is notifiable building work. The notification route gets settled with you before the first day, and the Electrical Installation Certificate forms part of the agreed job rather than an extra you chase afterwards.
The survey sets the timescale, because occupancy changes it. Most Epsom families stay put while I work room by room with planned power-off periods, and an empty house simply moves quicker.
Plastering, decorating, carpets, light fittings and building work sit outside it unless your quote lists them. I state which making good I do so there is no argument at the end of the job.
Resident permit zones cover much of central Epsom, and Surrey County Council has run them since April 2023. For a multi-day rewire I settle the parking arrangement with you before the first morning.
