Epsom boards fail in two generations. Inter-war houses around the College Area and Stamford Green often still run fabric or rubber-insulated cable into a rewireable fuse box, so I check what sits behind the board before pricing a swap.
The second generation is newer than people expect. The 1990s and early-2000s homes on Livingstone Park and Clarendon Park, built on the old hospital land west of the town, are reaching board-replacement age with often only partial RCD cover.

It depends on the circuit count and the condition those circuits are in, so I inspect first and then give one fixed figure. A new board is only as good as the wiring behind it.
Yes. A board change is notifiable under Part P, and I handle the certification side as a competent person, so the paperwork comes with the job instead of you chasing it afterwards.
Not automatically, but a rewireable board gives no RCD protection at all. I test the existing circuits first, because on inter-war Epsom wiring the cable often needs attention before the board does.

Sometimes, and I will say so before fitting rather than after. On the bigger Woodcote houses the added-to circuits often matter more than the board, and I price any remedial work separately so you choose.
